“Illuminate Ghana – Solar for All” Initiative Targets 510MW Rooftop Power Expansion Under the Leadership of Alhassan Abdallah Musah

The Dogon Illuminate Ghana Consortium, in partnership with international renewable-energy manufacturers and Ghanaian financial institutions, has announced major progress in its nationwide solar rollout programme, “Illuminate Ghana – Solar for All,” under the leadership of Alhassan Abdallah Musah, the project’s principal coordinator and renewable-energy advocate.

The initiative aims to deploy 510 megawatts (MW) of rooftop solar installations across households, factories, small businesses, public institutions, and agro-processing centres over a three-year period, positioning Ghana as a leader in decentralized renewable-energy access in West Africa.

A Transformational National Energy Programme

The Solar for All initiative is built on a three-phase rollout:

Phase I – 85 MW (Urban & peri-urban households, SMEs, schools)

Phase II – 200 MW (Factories, industrial estates, public institutions)

Phase III – 225 MW (Nationwide scaling, rural communities, value-chain clusters)

The programme integrates both rooftop solar power systems and smart-metering technologies, offering an alternative, reliable, and environmentally sustainable solution to Ghana’s energy needs.

Leadership and Vision

As the lead coordinator, Alhassan Abdallah Musah has championed the national vision to:

Reduce electricity costs for households and industries

Establish local manufacturing and assembly of solar panels and meters

Train between 5,000 and 15,000 Ghanaian youth as certified solar technicians

Create over 2,500 factory and field jobs for young people

Support Ghana’s national Energy Transition Agenda

Build a locally driven, economically competitive solar ecosystem

Musah emphasized that decentralizing energy production through rooftop solar increases national resilience, reduces reliance on thermal energy sources, and opens new pathways for private-sector participation.

Local Assembly and Industrial Development

In collaboration with international engineering partners, the project includes:

A solar-panel assembly plant

A smart solar meter manufacturing line

A national training and certification centre for technicians

Regional field offices in Accra, Tamale, Kumasi, Takoradi, and Ho

These facilities will strengthen Ghana’s local content capacity, support technology transfer, and reduce import dependency.

Youth Employment & Technical Skills Development

A core pillar of the initiative focuses on large-scale youth technical training, developed in partnership with:

Youth Employment Agency (YEA)

Ministry of Employment & Labour Relations

Technical and vocational institutes

Regional training hubs


The Solar Technician Training Track includes courses in:

Rooftop system installation

Smart metering technology

Solar safety and compliance

System maintenance and diagnostics

Field operations and customer management

This programme aims to create a new generation of Ghanaian renewable-energy professionals.

Economic Impact and Energy Security

The initiative is expected to:

Lower consumer electricity bills by 30–50%

Support industrial productivity and business competitiveness

Reduce national grid pressure during peak demand

Expand access to sustainable energy for underserved communities

Contribute significantly to Ghana’s climate commitments and SDG targets

Financial partnerships with multiple local banks ensure long-term sustainability and accessibility through flexible financing arrangements.
